The destruction of bridges by the NATO bombardments have badly affected the access to water for about 50’000 people living on the right bank of the town, where treated water was cut off when the conveying pipeline located under the bridges were destroyed. Emergency interventions to improve the water quality of the water distributed to this area involved the construction of temporary treatment units to remove the high concentrations of iron. The problem of the choice of legitimate military objectives is discussed in view of its potential threat for the access of goods indispensable for the survival of the civilian population.
